So next year is my last year in High School and I could use some tips for getting into a good college.
What extra-curricular actives would be good to have on a transcript?
When should I submit my Application?
My SAT scores are below (I am re-taking it) also have a GPA of 3.7

First, what are your expectations (universities)? Where do you have in mind?

If I remember right, SAT scores don't really mean shit.

SATs do mean some things. In your case, those scores are EXTREMELY average, meaning for you they won't mean shit.

I suggest that you pick a college that is a financially good choice. Also are you planning on attending graduate school, because that will affect your undergrad choice (money wise any way). The best choice is to go to a college that has a good reputation for your area of study (if you know it).

But, just like buck said, you should list your expectations first.

Well first off I know my scores are average
I will be retaking it and I know I will do a lot better
I was literally shaking during the entire test
My #1 school I would like to go to is Carnegie-Mellon
If not there I would want to go to a good school for Computer Science

Apply early decision to whatever school(s) you really want to go to.  Honestly, do your applications in the fall, before December/January.  DO THEM EARLY.  When I was a senior I waited until late December to start, and aside from essays and stuff, there is a lot more to filling out applications.  Make sure you have a resume handy since you will need pretty much everything from.  As far as extra curricular stuff goes, what I found is that its not so much how many you are in but how long you have been in the ones you are in.  Also, you are going to care a lot about what colleges you get into/where you end up going next year.  If you dont make it in where you want, dont worry.  Probably 90% of my friends ended up loving where they went even if they wanted no parts of it before they got there. 

So my big pointers:

-For extra curricular stuff, try to have one sport, one academic society(NHS, etc.), and one service society.
-If you were ever in Boy Scouts, but down EVERYTHING about it.  This helped me so much, even though I never got Eagle.  Particularly put down OA if you are in it.
-DO APPLICATIONS EARLY IN THE FALL AND JUST GET THEM SENT.  No, really.  You arent going to want to do ANYTHING come January.  Its going to be a shitty fall, but just do it.
-Most of all, once the apps are sent, dont stress.  You will either get in or not.  Thats the bottom line.
-Finally, dont go somewhere you cant afford.  This may seem obvious, but I have many friends who are going to be in debt for the next 20 years because of all of the loans they have taken out.  Aside from a school that is particularly well known for a certain program, a bachelors degree is a bachelors degree, no matter where you get it from.  Also, like I said, chances are you are going to end up loving where ever you go anyway.

Get your SAT scores up. They matter more than GPA.

Put down any and all extra curricular things. The university wants you to be active.

Don't worry too much about taking school loans. They are low intrest and the monthly payment is very small after college. Any more than 30k-40k, though, gets expensive.

Plus, this isn't really an application hint, but TAKE SUMMER COURSES IF YOU CAN. They are shorter, easier and cheaper. Don't waste summers at some part-time low pay job, and don't waste them sitting on your ass. Summer courses allow you to take less during the main semesters and you will see a significantly higher GPA once in college. If I had a time machine I would go back and tell myself to take summer courses when I had the chance. Internships/co-ops are even better, though. Hopefully the job market gets better in 4 years, but assume it won't. The more internship/co-op experience you have, the easier it will be to get into the career path you want to.
