Decrease glowing texture brightness

Back with another question, I'm trying to make glowing textures though the brightness seems pretty strict.  I tried using UnlitGeneric, but fullbright definitely isn't the best option here.  From what I can tell .rad files don't require UnlitGeneric or selfillum, I may be wrong, though I can't get the lights.rad to work unless the texture is set to UnlitGeneric.  If I set the texture to UnlitGeneric it's just fullbright, adjusting numbers in lights.rad doesn't change anything.  If I give it selfillum using LightmappedGeneric no matter what settings used in lights.rad the glow effect doesn't seem to change.

What am I missing here =\

Just open the texture in photoshop and lower the brightness.

This is what I ended up doing, just put a dark layer @ 30% transparency over the original texture.
